ÖAMTC welcomes the proposed statutory clarification of E-scooters

Mobility club calls for additional requirements for brakes, mobile phone use and passenger transport

Vienna (OTS) – „In the summer of last year has been an intense discussion on whether E-Scooter bikes or not, as before, there are different views“, outlines the ÖAMTC-the chief lawyer Martin Hoffer, the problem about the use of the E-scooter, E-Scooter and E-scooter designated driving devices. On 5. March now has the Ministry of transport the draft of an amendment to the road traffic regulations sent to bring a single, nationwide point of clarification. „The electric powered scooters are in the novel, explicitly not as electric bikes are classified also if you this with respect to a maximum power of 600 Watt and a maximum design speed of 25 km/h equivalent to,“ says Hoffer. „Some of the equipment obligations, but, above all, the rules of conduct, are in wide ranges with the regulations for bicycles and E-Bikes ident.“

The proposed rules in Detail

If the bill is approved in Parliament, must be directed all of the electric-powered small vehicles of persons who are at least twelve years old. Younger children may only travel alone if you are in possession of a Bicycle card or in the company of a minimum of 16 years old Person. „You must be explained, therefore, on all road surfaces, which may also operate bicycles“, the OAMTC-lawyer. „Even in places where Cycling against the one-way traffic is allowed, is it allowed to do that with E-scooters.“ An important innovation consists in the fact that the authority may provide by appropriate regulations, also sidewalks and walkways. This should not be possible, if forced to use the roadway, is appropriate.

To brakes of a lack of standards, cell phone use and passenger transport

The often-heard point of criticism is the poor visibility, the amendment also has a ready answer: in the Future, lighting facilities must be available. „In this regard, but it would be even more useful, the Bicycle regulation apply, for example, luminosity and installation concerns“, the ÖAMTC-the chief lawyer. What is missing from the point of view of the mobility clubs fully, are provisions on the effect of the brakes or the carriage of persons. „A cell phone ban and a solution for the Problem that you can only difficult to handle characters, we propose in the context of the assessment,“ Hoffer concludes.
